June 2025 NZ online casino legislation: it's aims and what the legal market will look like

The New Zealand online casino legislation, which was introduced in June 2025, aims to create a new locally regulated market and achieve four essential points. 1) Ban unlicensed casino gambling and advertising. 2) Prevent and minimise gambling harm. 3) Protect consumers with things like age-gating (18+), banning of credit card use, establishment of complaint resolution and self-exclusion platforms. 4) Reduce opportunities for crime and money laundering.

Through the legislation, the government may issue up to 15 operator licenses, and no single corporate entity may maintain more that three licenses. Offshore or "international" brands may continue to operate through December 31, 2026 as long as they have applied for a license before July 1, 2026.

So by law, players based in New Zealand may legally continue to play at these online casinos until the new market is open.
